same.‌ ‌Although‌ ‌at‌ ‌present,‌ ‌this‌ ‌community‌ ‌is‌ ‌addressed‌ ‌as‌ ‌Bhar‌ ‌community‌ ‌by‌ ‌all‌ ‌other‌ ‌

communities‌ ‌living‌ ‌surrounding‌ ‌them.‌ ‌ ‌

differences.‌ ‌Few‌ ‌historians‌ ‌have‌ ‌written‌ ‌them‌ ‌as‌ ‌the‌ ‌same‌ ‌caste‌ ‌because‌ ‌of‌ ‌lack‌ ‌of‌ ‌resources‌ ‌

and‌ ‌ground‌ ‌knowledge.‌ ‌ ‌

Pasi‌ ‌caste‌ ‌is‌ ‌known‌  ‌to‌ ‌climb‌ ‌and‌ ‌tap‌ ‌toddy‌ ‌(Taadi)‌ ‌from‌ ‌palm‌ ‌tree.‌ ‌They‌ ‌also‌ ‌rear‌ ‌pigs‌ ‌but‌ ‌Bhar‌ ‌

caste‌ ‌never‌ ‌allows‌ ‌to‌ ‌live‌ ‌a‌ ‌person‌ ‌in‌ ‌their‌ ‌community,‌ ‌who‌ ‌rear‌ ‌such‌ ‌animals.‌ ‌ ‌

Pasi‌ ‌caste‌ ‌is‌ ‌nowhere‌ ‌addressed‌ ‌in‌ ‌their‌ ‌society‌ ‌as‌ ‌bhar‌ ‌caste‌ ‌at‌ ‌their‌ ‌native‌ ‌places.‌ ‌

Rajbhar‌ ‌caste‌ ‌is‌ ‌not‌ ‌a‌ ‌tribal‌ ‌caste‌ ‌because‌ ‌their‌ ‌community‌ ‌does‌ ‌not‌ ‌live‌ ‌in‌ ‌tribal‌ ‌areas‌ ‌from‌ ‌

ancient‌ ‌era.‌ ‌They‌ ‌mainly‌ ‌live‌ ‌in‌ ‌the‌ ‌plains‌ ‌of‌ ‌northern‌ ‌and‌ ‌southern‌ ‌India.‌ ‌They‌ ‌were‌ ‌mainly‌ ‌

working‌ ‌as‌ ‌the‌ ‌kings‌ ‌and‌ ‌their‌ ‌courtier.‌ ‌They‌ ‌also‌ ‌fit‌ ‌in‌ ‌the‌ ‌army‌ ‌of‌ ‌their‌ ‌kingdom‌ ‌as‌ ‌commander.‌ ‌ ‌

After‌ ‌the‌ ‌arrival‌ ‌of‌ ‌Sultanate‌ ‌period,‌ ‌Bhar‌ ‌were‌ ‌completely‌ ‌destroyed‌ ‌and‌ ‌few‌ ‌of‌ ‌them‌ ‌escaped‌ ‌

from‌ ‌sultanate‌ ‌ruler‌ ‌and‌ ‌invaders‌ ‌in‌ ‌dense‌ ‌forests‌ ‌and‌ ‌mountains‌ ‌to‌ ‌save‌ ‌their‌ ‌families‌ ‌and‌ ‌

make‌ ‌further‌ ‌strategies.‌ ‌

Why‌ ‌not‌ ‌it‌ ‌is‌ ‌a‌ ‌tribal‌ ‌caste?‌ ‌

In‌ ‌general,‌ ‌a‌ ‌tribal‌ ‌caste‌ ‌is‌ ‌a‌ ‌habitat‌ ‌of‌ ‌forests‌ ‌or‌ ‌farthest‌ ‌areas,‌ ‌who‌ ‌do‌ ‌not‌ ‌have‌ ‌touch‌ ‌with‌ ‌

ongoing‌ ‌societies.‌ ‌But‌ ‌bhar‌ ‌caste‌ ‌does‌ ‌always‌ ‌have‌ ‌great‌ ‌culture‌ ‌and‌ ‌well‌ ‌developed‌ ‌society.‌ ‌ ‌

 ‌

Although‌ ‌after‌ ‌living‌ ‌in‌ ‌farthest‌ ‌areas,‌ ‌their‌ ‌educational‌ ‌and‌ ‌other‌ ‌social‌ ‌background‌ ‌started‌ ‌

weakening.‌ ‌ ‌

 ‌

But‌ ‌it‌ ‌cannot‌ ‌be‌ ‌addressed‌ ‌on‌ ‌this‌ ‌basis‌ ‌as‌ ‌a‌ ‌tribal‌ ‌caste‌ ‌because‌ ‌many‌ ‌other‌ ‌kings and their castes‌ ‌(like‌ Rajputs)‌ ‌also‌ ‌followed‌ ‌the‌ ‌same‌ ‌path‌ ‌but‌ ‌they‌ ‌never‌ ‌considered‌ ‌as‌ ‌a‌ ‌backward‌ ‌or‌ ‌tribal‌ ‌castes.‌ ‌ ‌

Why‌ ‌Bhar‌ ‌caste‌ ‌is‌ ‌living‌ ‌a‌ ‌backward‌ ‌life nowadays? ‌ ‌

 ‌

There‌ ‌are‌ ‌several‌ ‌reasons,‌ ‌among‌ ‌which‌ ‌main‌ ‌reasons‌ ‌are‌ ‌as‌ ‌follows:‌ ‌

 

·         Most‌ ‌people‌ ‌belonging‌ ‌to‌ ‌Bhar‌ ‌caste‌ ‌did‌ ‌not‌ ‌provide‌ ‌proper‌ ‌education‌ ‌to‌ ‌their‌ ‌children because of their current financial situation.

·         Most children study in government schools, where only formality of education is fulfilled.

·         Since their educational background never went fine, they never dare to achieve higher post in government or other services.

 

Are they still living backward life?

 

You will find huge awareness in this society the past decades. Thus, many have achieved good results but many are still in the transition phase of rising their values. It will take more than decades to take them in mainstream.

Center had denied purposal of inclusion of 17 most backward castes in scheduled caste

Putting an end to the decade long campaign of the Samajwadi party, the Center has rejected the proposal of the UP government for the inclusion of 17 Most backward castes (MBCs) in schedule caste list.  In last ten years the Center has rejected this proposal of the UP government for three times. The process was initiated by the then chief minister Mulayam Singh Yadav in 2005. The proposal was first rejected by the Center in 2006. 
In anticipation of the approval by the Center the state government had also amended the UP Public Services (Reservation for Schedule Castes, Sch
edule Tribes and Other Backward Castes) Act, 1994, to include these Most Backward Castes in the SC category. The MBCs include Banjara, Kahar, Kashyap, Kewat, Nishad, Bind, Bhar, Prajapati, Rajbhar, Batham, Gaur, Tura, Majhi, Mallah, Kumhar, Dheemar and Machhua. The amendment was however stayed by the Allahabad high court.
The Samajwadi party for mobalising the popular support for its campaign had also organized state wide RsSamajik Nyay Adhikar Yarta’ several times in last eight years. The first Yatra was taken out in 2007, than in 2009 ahead of the Lok Sabha elections and also in 2011 ahead of the state assembly elections in March 2012. The last such Yatra was taken out from November 2013 to March 2014 ahead of the parliament elections. The Yatra were led by the mining minister Gyatri Prajapati
The BSP had consistently opposed the proposal by the Samajwadi party as it apprehended that objective of the move was more to dent its vote bank rather than benefitting the 17 MBCs. The Mayawati led BSP government had also made the same recommendation to the Center in 2008. . However the then Chief minister Mayawati added the condition that the 17 MBCs be added in SC list after the expansion of the quota for the dalits and the constitution be amended for the purpose.
After the Samajwadi party was voted to power in March 2012, the Akhilesh Yadav government again pursued the matter with the Center. In 2013 November Akhilesh Yadav also met the then Prime Minister Manmohan Singh to reiterate the UP’s demand for the inclusion of 17 MBCs caste into SC list.  The outgoing UPA government in March 2014 citing the study undertaken by the office of the Registrar general and census commissioner of India  (ORGI) rejected  the proposal saying it was neither Rs feasible’ not backed by the social indicators about the 17 MBCs castes.
With the NDA government taking over at the Center in May 2014, UP government sent a fresh proposal to the Center for the same. The matter was again referred to the Registrar general and census commissioner of India under the Union home ministry. The registrar general sough a 17 point clarifications and ethnographic study data about the 17 castes.  The  ORGI in its latest report in 2015 said RsRs the proposal has already been examined twice , the justification offered by the UP government  is that 52 percent of the  17 castes were victims of tangible form of social disability, the state government could not substantiate its claim on the basis of the ethnographic sources’’. The ORGI further said RsRsthe historical ethnographic literature  and contemporary study of Indian  communities brought out by  the anthropological survey of India  do not  corroborate the fact that castes like  Kahar, Kewat  and fisherman were subjected to any tangible form of untouchability’’.
The Union minister for social Justice and empowerment Thawar Chand Gehlot informed the UP chief minister that ORGI has rejected the proposal.  Chief Minister it his third letter to the NDA government has again requested the 17 MBCs in SC list.
Vishambhar Nishad, Rajya Sabha MP of the Samajwadi party said the party will intensify the campaign for the inclusion of the 15MBCs in SC list. The two MBCs Kumhar and Prajapati were deleted after the Allahabad high court in February 2014 had ordered for their inclusion in SC list. RsRsThe SP had organized a big dharna at Jantar Mantar in Delhi on July 29, but it was postponed  due to the death of the former President APJ kalam, now the dharna would be held on December 2’’, said Vishambhar Nishad.

राजभर शासक शिवशरन का 12 वीं सदी-मझौली देवरिया में शासन

मझौली राज पर किसी भी वंश का स्‍थायी शासन नहीं रहा है । इस राज्‍य पर बार बार आक्रमण होते रहे हैं जो सबल पडता यहां का शासक बन जाता था । परन्‍तु राजभर शासकों का शासन मझौली राज पर समय समय पर उतार चढाव के साथ ज्‍यादा समय तक रहा है । सर्वप्रथम इस क्षेत्र से कुषाण शासकों को खदेडकर दूसरी सदी में नागभारशिवों (वर्तमान राजभर) ने यहां शासन किया । तदोपरान्‍त चौथी सदी में समुद्रगुप्‍त ने अपने दिग्विजय के समय भारशिवों को परास्‍त करके यहां अपनी सत्‍ता कायम की थी । परन्‍तु राजभर बैठे नहीं रहे । मौका पाकर पुन. राजभरों ने मझौली पर कब्‍जा कर लिया । 8 वीं सदी में राजभर शासक शिवविलास को हराकर राजा विश्‍वसेन ने अपनी सत्‍ता कायम की । इधर राजभरों को अपना राज्‍य चले जाने का मलाल कम नहीं हुआ । कई दशकों बाद राजभरों ने संगठित होकर यहां के राजा को परास्‍त करके इस राज्‍य पर पुन; कब्‍जा कर लिया । तबसे यहां राजभरों का शासन चलता आ रहा था । 12 0ीं सदी के प्रारम्‍भ में यहां पर राजभर शासक शिवशरन यहां के राजा हुए । उन्‍होंने अपनी सैन्‍य शक्ति के बल पर अपने राज्‍य का विस्‍तार किया ।
        अवध प्रान्‍त में 12 वीं सदी में जब जगह जगह मुस्लिम शासकों का शासन हुआ तो मुस्लिम शासकों ने सत्‍ता संघर्ष में राजभरों के कत्‍लेआम की घोषणा की । उस समय कुछ राजभर जान बचाने के लिए भागकर जंगलों का शरण लिए तो कुछ ने देश छोडकर अन्‍य देशों को पलायन कर लिया । राजभरों की शक्ति कमजोर पडती गई । उसी समय विशेन वंश के 40 वीं पीढी के राजा चक्रसेन उर्फ चक्रनारायण ने राजभर शासक शिवशरन के राज्‍य पर आक्रमण कर दिया और राजा शिवशरन को परास्‍त करके मझौली में अपना शासन कायम किया । इतिहासकार देवीसिंह माण्‍डवा ने राजा चक्रनारायण का भरगढा पर सत्‍ता वापस करने की घटना को इस प्रकार उल्‍लेख किया है , कृपया अवलोकन करें ---
        ’’विशेन वंशीय राजा चक्रनारायण ने भरों पर भारी विजय कर मध्‍यावली को अपना केन्‍द्र बनाया । इसी क्षेत्र का नाम आगे चलकर मझौली पडा । फिर यह राज्‍य उत्‍तरोत्‍तर बढकर नेपाल तक हो गया । ;;;;;;;मझौली के महाराज लाल खंगबहादुर मल्‍ल भी बहुत बडे विद्वान थे । वे इतिहास में रूचि लेते थे । उन्‍होंने विशेन वंश के इतिहास को संकलित कर पुस्‍तक ‘’ विशेन वाटिका’’ की रचना की । विशेन बाटिका में उस समय प्रचलित बातों के आधार पर बहुत सी बातें लिखी गई हैं जो पूर्णरूपेण ऐतिहासिक नहीं हैं । (पुस्‍तक- क्षत्रिय शाखाओं का इतिहास पृष्‍ठ 295, 296 लेखक श्री देवीसिंह माण्‍डवा) । इतिहासकार देवीसिंह माण्‍डवा े उपरोक्‍त विचारों से लगता है कि विशेन वंश की वंशावली और मझौली के शासकों को पराजित करके विशेन राजाओं का सत्‍तासीन होना । परन्‍तु पुस्‍तक में विजेता विशेन राजा के नाम िका उल्‍लेख करना तथा पराजित राजा के नाम का उल्‍लेख न करना ,इन उल्लिखित घटनाओं के कपोल कल्पित होने की तरु इशारा करत‍ी है । ऐसा लगता है कि पुस्‍तक विशेन वाटिका में सत्‍यांश पर ज्‍यादा ध्‍यान न देकर विशेन वंश के महिमा मण्‍डन पर ज्‍यादा ध्‍यान दिया गया है । यही वजह है कि इस पुस्‍तक में लिखी गई घटनाओं में पारदर्शिता नहीं है ।
      राजा चक्रनारायण के वंशजों का मझौली पर शासन चल ही रहा था कि मौका पाकर राजभरों ने पुन. मझौली राज पर कब्‍जा कर लिया । इतिहासकार श्री एम;बी; राजभर की पुस्‍तक नागभारशिव का इतिहास पृष्‍ठ 162 के अनुसार 17 वीं सदी तक सलेमपुर तथा मझौली राज में राजभरों का शासन था । अंग्रेजों के शासनकाल में अंग्रेजों के कृपापात्र विशेन वंश का मझौली में पुन; कब्‍जा हो गया जो आजतक चल रहा है । लेखक शमीम इकबाल के अनुसार --इतिहास में अपनी भूमिका के प्रति पर्याप्‍त स्‍थान नहीं पाने वाले इस राज (मझौली राज) का स्‍थापना काल 12 वीं सदी से 17 वीं सदी तक का समय इसके उत्‍कर्ष का समय माना जाता है । (समावारपत्र-सहारा पृष्‍ठ 12 ,शीर्षक मझौली राज, सम्‍वाददाता शमीम इकबाल) ,
        अत; उपरोक्‍त उल्‍लेख से स्‍पष्‍ट है कि मझौली में विशेनवंश का शासन 12 वीं सदी (1140 ईस्‍वी) के पहले तथा  17 वीं सदी के मध्‍य स्‍थायी नहीं रहा है । इस अवधि में राजभर शासकों का यहां शासन रहा है ।

Chief Minister Akhilesh Yadav on Saturday announced that his government had sent its recommendation for inclusion of 17 Most Backward Castes (MBC) in Scheduled Caste (SC) list, to the Centre on Friday.
Akhilesh also declared April 5 as public holiday to mark the birth anniversary of Maharaja Nishad Raj.
Gayatri Prajapati, Minister of State for Irrigation, had organised a sammelan of 17 MBCs at Samajwadi Party (SP) headquarters today. The function was attended by Akhilesh and Cabinet Minister Shivpal Yadav. Thousands of workers belonging to the 17 MBCs braved the incessant rain and attended the programme.
Prajapati, who represents Amethi seat, had made elaborate arrangements as several screens were set up both inside and outside the party office. "Prajapati has done a good job. He has converted a sammelan into a rally. He deserves credit for it. We will surely promote such persons from MBC communities," Akhilesh said.
"Though Netaji is not present in this sammelan, I knew he would have asked me the status about the letter. I inform you that my government has sent the letter yesterday only to the Centre for inclusion of 17 MBCs in SC list," Akhilesh added.
Further, on the demand of Nishad community, Akhilesh announced that April 5 will now be a public holiday to mark the birth anniversary of Maharaja Nishad Raj. "You have demanded it and I will fulfill it. It is necessary so that there is discussion among the people about the holiday and the great persons of your community becomes known to all," Akhilesh added.
Earlier, Mulayam Singh Yadav during his regime had passed the resolution in the state cabinet in February 2004 and had sent recommendation to the Centre for inclusion of these castes in SC list in December 2004. Later, Mulayam went ahead and issued a government order on 10 October 2005 giving SC benefits to these castes, which was, however, struck down by the High Court.
Mayawati after assuming charge recalled the recommendation of SP regime on 6 June 2007 and later rejected it.
The SP, in its poll manifesto, had assured to get these castes included in the SC list. The 17 different castes include Bhar, Rajbhar, Kahar, Kashyap, Kewat, Machua, Mallah, Kewat, Nishad, Kumhar, Prajapati, Dhiver, Bind, Biyar, Batham, Gond and Tairaha. Presently these communities are included in the OBC list. "The SP is always sympathetic towards you all. Netaji had raised the issue of caste census and he was successful in it. There are several sub-castes which are not even registered now," Akhilesh said.
Prajapati raised the issue of non-issuance of SC certificates to Gond caste in some districts. "Several District Magistrates (DMs) do not issue SC certificates. We need to take some measures," he said. On this Akhilesh assured that soon such things will be rectified as Gond community is already in the SC list.
He also said that the upcoming budget will have sufficient allocation for these communities. On the 22-point memorandum given to him, Akhilesh assured that all demands will be fulfilled after examination and assured that some of them — awas for fishermen commuity, land allottment to potters, nomadic tribe status to Rajbhars — will soon be fulfilled.
Shivpal, too, had described the association of SP with MBCs and assured all help. During the function, however, a group of Turaiha community members raised objections claiming that their community is already listed on serial number 66 in SC list. There is no point in recommending it, but the DM should be asked to issue SC certificates, they added.
Later, talking to mediapersons, Akhilesh blamed the Centre for price hike. "Only the central government is responsible for price hike. Just check how many times they have increased petrol prices. We have not raised the tax on petrol even once during 11 months. State governments are facing the brunt of poor policies of the Centre. Our party will raise it in parliament and the state governments should exert pressure on the Centre," he added.
